Our firm includes a team of veteran Saudi Arabian and internationally qualified lawyers who assist on a wide range of practice areas, which includes Corporate & Regulatory (covering private and public mergers and acquisitions, joint ventures and complex corporate restructurings), Dispute Resolution (both arbitration and litigation, and investigations), Finance & Projects (including project finance and Islamic finance transactions), Equity and Debt Capital Markets (including IPOs and sukuks), and Compliance and Corporate Governance (covering competition and anti-trust, data privacy, cybersecurity, and board responsibilities).

Our team is able to structure, draft, negotiate and execute transactions and has the track record to do so. The combination of our international qualifications and local legal knowledge provides us with an edge over any international/local combination of firms and allows us to be the only team that would be needed on most transactions.

The vast majority of our lawyers are professionally fluent in Arabic and English, which allows us to work on a wider scope of transactions involving due diligence of Arabic and English documents, drafting Arabic and English legislation for government clients, bespoke agreements, prospectuses and disclosures for the public securities markets.

Mohammed serves as the Managing Partner of Zimam Partners, bringing a distinguished track record across both the public and private sectors. He began his career as a Legal Counsel at the Saudi Stock Exchange (Tadawul), where he supported the development of key policies and legislative frameworks that underpin the Kingdom’s capital markets and regulatory environment.

He later joined the Zakat, Tax and Customs Authority (ZATCA), where he held several senior leadership roles, including Director of Zakat and Tax Advisory, General Manager for Policy and Legislation, and Advisor to the Vice Governor on Policy & Legislation and Legal Matters. During his tenure, Mohammed led and supported high-impact legal and regulatory initiatives, most notably the legal workstream for the merger of the former General Authority of Zakat and Tax with the General Customs Authority. He also oversaw specialized teams responsible for drafting and developing key zakat and tax laws.

Mohammed also served as the Head of Trade Agreements and Commercial Policy at the General Authority for Foreign Trade (GAFT), advising on strategic projects related to foreign trade regulation and legislative development while supporting the advancement of the Kingdom’s commercial policy priorities.

In addition to his professional practice, Mohammed serves as a Lecturer at King Saud University for master's students. He has participated in multiple government committees, including as a Member of the Academic Council at the Royal Court, responsible for the translation of laws and regulations. He also serves as an Advisor to the Governor of the Communications, Space & Technology Commission (CST), providing legal, policy, and regulatory support.

Mohammed completed his foundational education in Saudi Arabia, earned his LL.B. in Canada, pursued an LL.M. in the United States, and holds an MBA from Alfaisal University, Saudi Arabia.

Khaled M. Alzoman is a Partner at Zimam Partners and a Member of the Shura Council, bringing a distinguished legal career that spans judicial service, executive leadership roles, and complex dispute resolution. He began his professional path in the judiciary, serving as a Judge at the Board of Grievances (Diwan Al-Mazalim), where he developed deep expertise in adjudication and administrative litigation.

Khaled has held senior legal leadership positions within leading financial and capital market institutions. He served as Head of the Legal Department at the Saudi Investment Bank, and later as Head of Legal at the Saudi Stock Exchange (Tadawul). He also worked as a Legal Counsel at an investment company and served as General Counsel and Board Secretary of Inmaiyah Investment and Real Estate Development Company.

His practice is further distinguished by extensive involvement in judicial committees, including the Banking Disputes Settlement Committee and the Committee for the Resolution of Tax Violations and Disputes. In addition, Khaled has served as Chairman and Member of multiple arbitration tribunals in high-value disputes across commercial, real estate, construction and contracting, corporate, and commercial agency matters. Khaled has also advised on complex banking and financial disputes through his work with Abdulaziz Alqassim Law Firm in cooperation with Allen & Overy.

In addition to his professional practice, Khaled has worked as a Lecturer at King Saud University and has participated in multiple government committees, including as a Member of the Advisory Committee for Legal Affairs and Regulations at the Royal Commission for AlUla Governorate. He also serves as a Member of the Shura Council committee responsible for the drafting of laws and contracts.

Khaled holds a Bachelor’s Degree in Sharia Law and a Master of Laws (LL.M.).

Abdulaziz is a licensed attorney and an Associate at Zimam Partners, with a practice focused on tax policy, legislative drafting, and regulatory advisory. He served at the Zakat, Tax and Customs Authority (ZATCA) within the General Department for Zakat and Tax Policies & Legislation, where he progressed through multiple roles and developed deep experience in shaping the Kingdom’s tax regulatory framework.

During his time at ZATCA, Abdulaziz led and contributed to the preparation of major legislative drafts, including the Draft New Income Tax Law and the Draft Zakat and Tax Procedures Law. Earlier in his career, Abdulaziz worked at Alseraihi & Abunajm Law Firm as a lawyer. He also served as a Legal Researcher at Herfy Food Services, where he reviewed the company’s contracts and supported internal legal reviews.

Abdulaziz holds an LL.B. in Law and an Executive Master’s in Zakat and Taxation from King Saud University.

Abdulelah is a licensed attorney and an Associate at Zimam Partners, advising clients on complex corporate, capital markets, tax, and real estate matters, including legal due diligence for M&A and acquisition transactions.

Abdulelah previously served as an Associate at SNB Capital, where he drafted and negotiated fund documentation for public and private investment funds, advised fund managers on compliance with the Capital Market Authority (CMA) Investment Funds Regulations, and supported multiple IPO and investment banking transactions.

Earlier, Abdulelah worked at the Zakat, Tax and Customs Authority (ZATCA) as a Policy and Legislation Senior Researcher, where he acted as a project leader responsible for drafting the proposed new Income Tax Law, preparing income tax circulars and guidelines, and advising on amendments to the Real Estate Transaction Tax (RETT) framework. He also supported public consultation processes and behavioral insights initiatives.

Abdulelah holds an LL.B. in Law from King Faisal University and an LL.M. in Taxation from Georgetown University. He is also CME-1 Certified and holds the ICAEW Accounting Skills Certificate.

Khaled Alsalem is a licensed attorney and an Associate at Zimam Partners, with a practice focused on regulatory, advisory, and policy-driven legal work. He began his career at the General Secretariat of the Council of Ministers, serving as a Legal Researcher, where he gained hands-on experience in the development of national legislation and public policy frameworks within the Kingdom.

He later joined the Zakat, Tax and Customs Authority (ZATCA) as a Regulatory Advisor, advising both internal stakeholders and taxpayers on zakat and tax matters. His work included preparing formal legal opinions and analyses, supporting compliance and dispute-related issues, and contributing to the issuance of private rulings and other interpretive guidance.

In addition to his legal practice, Khaled co-founded a technology start-up in the logistics sector, where he is responsible for Legal & Partnerships. In this role, he leads contracting, governance, negotiations, and strategic partnerships, experience that has sharpened his commercial judgment and formatting businesses.

Khaled earned his LL.B. in Law (First-Class Honors) from King Saud University and holds an LL.M. in Taxation from Boston University.
